Description:
  Abstract:  This version of the district layers uses high-quality base map spatial data published by the State of New Jersey. The U.S. Census Bureau's latest school district boundary data (TIGER) as of 2015 were used for guidance in establishing which municipalities to include in each district. The district boundaries were created using updated NJ Municipal Boundaries (Govt_admin_municipal_bnd). Edits were then made to reflect district mergers since the creation of the TIGER data. In addition, school district boundaries in two areas, on and near military bases, were edited to reflect special arrangements made for students residing in base housing. See Supplemental Information for details.The distributed package includes one shapefile each for Elementary, Secondary, and Unified School Districts; and an edited boundary file for Joint Base McGuire-Dix-Lakehurst.By U.S. Census Bureau definition, school districts are single-purpose administrative units within which local officials provide, or pay other districts to provide, public educational services for the area's residents. The Census Bureau obtains the boundaries, names, local education agency codes, grade ranges, and school district levels for school districts from State officials for the primary purpose of providing the U.S. Department of Education with estimates of the number of children in poverty within each school district. This information serves as the basis for the Department of Education to determine the annual allocation of Title I funding to States and school districts. In 2015 NJ Department of Education (NJDOE) corrected grade ranges and district types according to financial obligation, not the provision of educational services. NJDOE used set of grades, based on financial responsibility, to assign the data for each child to exactly one school district, except for districts covering Joint Base McGuire-Dix-Lakehurst in Burlington County.   Purpose:  This revised version of the financial responsibility school district boundaries was created to overlay properly with high-quality vector municipal boundary data published by the State of New Jersey. This release was created for publication by NJ Office of Information Technology, Office of Geographic Information Systems.
  Supplemental Information:  In two areas of New Jersey, public school district boundaries for financial responsibility do not follow municipal boundaries due to special legislation or to signed agreement among the military base administration, school districts, and NJ Department of Education.In Monmouth County, public education financial responsibility for youngsters who reside in housing for Naval Weapons Station (NWS) Earle is borne by the Tinton Falls School District (Elementary) and by Monmouth Regional High School District (Secondary). Municipalities affected by this arrangement are Tinton Falls, Colts Neck, Howell Township, and Wall Township, although no Station housing is located in Howell or Wall Townships.In Burlington County, a special arrangement with Joint Base McGuire-Dix-Lakehurst (Joint Base MDL), allows family choice, once for each student, to be in North Hanover Township School District (Elementary) and Northern Burlington County Regional School District (Secondary), or to be in Pemberton Township Schools (Unified). This unusual geography is accomodated in NJOIT, OGIS - published data by geographically-overlapping districts; the Base area is included in all three of the districts mentioned, and is excluded from the New Hanover and Springfield Township districts.The special situation for Joint Base MDL will be accommodated in the next release of TIGER data by U.S. Census Bureau by a unified Pseudo-district. The Joint Base MDL area will be excluded from all the other affected districts.Municipalities affected by the Joint Base MDL arrangement are New Hanover, North Hanover, Pemberton Township, Springfield Township, and Wrightstown.
